have it so the bot has a counter which counts the number of messages being processed, unless you already have this counter. Once the bot registers like 30 some lines in 15 seconds or less, have it display a message similar to, "Line count limit exceeded! Bot will now leave for 30 seconds." That way, the bot will then leave to a channel where no one is in, this way the bot can "rest" so to speak, and when it comes back, the counter will reset. What do you think?

err, when the bot floods out its because the bot processes each line typed in by each user, and when the bot can't handle excessive lines, it will flood out. This way, im saying, will have the bot leave the channel, thus preventing it from trying to process all the other lines, making an even slighter chance that it would flood out.

Detailed Expanation:
The bot is designed to process each line, to check for phrasebans, yelling (not a factor at this point, as koy is not on), tagbans, and the like. Ok, say the bot can only process like 10 lines every 5 seconds. If you go over 10 lines in 5 seconds, the bot will flood out, because it can't process the 1 extra line, thus GOODBYE!!!!
According to my suggestion, when the bot leaves the channel, and goes to an empty channel, obviously there are no lines to process as the channel is empty. The bot then clears its queue automatically. When the bot is done, the bot re-enters the trivia channel.
Use your knowledge of how many lines it takes and after how many seconds for the bot to flood out to come up with the code for this.

I wonder if sense can at all be determined by the difficulty of the situation. So, you don't understand by what i mean? The idea basically has the bot leave to prevent it from flooding out, because when its in the channel, it will flood out. By making it leave the channel, you prevent it from flooding out. Why would it flood out when it leaves the channel to prevent itself from flooding out? Man, im getting tongue-tied. Its impossible to deal with you guys. Capiche? You make no sense at all.
