Ok theres this guy and he's wants to buy the 2nd fastest horse in the 2 indian tribes. So he goes and talks to the Leader of a tribe and says when the race is done i want to buy the 2nd fastest horse for ALOT of MONEY. So the chief whispered something to his ear and he said that what he whispered would make sure that they would know that 1 of the horses is the 2nd fastest. What do you think he whispered in his ear that they would KNOW FOR SURE that they had the 2nd fastest horse?

It seems that your riddle is missing a large section of it because it sounds confusing.The mention of the race seems to come out of nowhere.
The riddle that sounds a lot like this is the following:
A wealthy man with two son's decides to bequeath his wealth to only one of the son's. He tells the son's that they will race horses to determine the winner. But the winner will be the second fastest horse.
When the time for the race comes the brothers don't know what to do. So the brothers go to their uncle(who's there for the race) for advice.
He whispers in their ears and they both get on the horses and race off as fast as they can.
What did the uncle whisper?
That the riddle you're looking for?
Either way I assume the answer is the same for both. And I won't spoil it here.

I guess i'll except Technohawks The answer was that the 2 tribes Riders would switch horses because they can go slow as they possibly can if they had eachothers but if they switched they would try to race them as fast as they can.
