Not necessarily. You could have multiple networks in the same school.

When your using your network, its transferring data out to the webproxy, which can only be seen by other computers outside the network. The IP that chal sees is the webproxy's IP. If chal's computer was in the andrews network, and if proboards was located inside the network as well, you could see that individual computer. All computers that connect through routers to webproxies are in what we call a NAT (network address translation). When a computer wants to send data to another computer, the webproxy assigns an address to that computer. Other computers can't see your individual computer.
