I believe one must declare bankruptcy before actually becoming bankrupt, so one cannot simply arrive at a location and instantly realize that one is bankrupt. Sooo trick question?

No, He landed ON the spot with a hotel. So the charge would have been expensive. Thus he knew he didn't have enough money to pay the fee.
